1. The process of formation and development of the principles of social management developed by Lenin in the 1920s took place against a broad background of ideological struggle between representatives of different classes of Russian society. In accordance with the three main economic structures — socialist, small—scale and capitalist - three main ideological and political trends participated in this struggle: proletarian-socialist, petty-bourgeois and bourgeois. Similarly, there were three types of socialist teachings: Marxist-Leninist, bourgeois, and petty-bourgeois. The last two defended the interests of the classes leaving the stage and were overcome in the process of further ideological struggle.
The Marxist-Leninist trend was the leading one throughout the period under review, but it was not homogeneous. The central place in the development of this trend was occupied by the works of V. I. Lenin, which marked a new stage in the formation of the political economy of socialism. The following aspects of Lenin's legacy can be distinguished: the protection and development of the theory and program of the Socialist revolution, the Marxist doctrine of the essence and purpose of socialist economy, the plan for building socialism, and the principles of socialist management. The integrity of Lenin's views on socialism is explained by the integrity of his materialistic worldview, the dialectical-materialistic method of studying social phenomena. At the same time, V. I. Lenin recognized the end in itself of social development formulated by K. Marx — the development of the productive forces of mankind, the deployment of the wealth of human nature.
2. For a long time, there has been sharp criticism of the current economic system in Yugoslavia. The press provides numerous examples of its inherent shortcomings, which have caused profound disruptions in public production with far-reaching negative consequences for the development of the country. The roots of these shortcomings, according to many Yugoslav economists, were fluctuations in the attitude towards commodity production under socialism, the rejection of the use of categories and tools of a market economy (enterprise, labor and capital markets, profit, risk, etc.). An attempt to introduce certain substitutes instead of them — organizations of combined labor, contractual economics, compulsory pooling and funds , etc . — gave negative results. In social production, voluntarism, administration, autarky have developed both in relation to the global economy and within individual regions and industries, and the monopolistic behavior of economic organizations. The allocation and use of resources has become irrational, numerous structural imbalances have emerged (inter-sectoral, between production and consumption, weak export base and strong import dependence, etc.), the country's external and internal debt and numerous deficits in the balance sheets of production and the banking system have increased. The general expression of these shortcomings has been a steady decline in production efficiency over the past two decades, a significant slowdown in economic growth and lagging behind a number of countries that were previously at the same level of economic development as the SFRY.
